Murder-suicide with 'sharp-edged weapon' happened during class

CASPER, Wyo. (AP) ? A man wielding a sharp-edged weapon killed one person in a Casper neighborhood Friday before killing a male teacher and himself in front of students in a community college classroom, causing a campus-wide lockdown as authorities tried to piece together what happened.

Police found the suspect and teacher dead at a science building on the Casper College campus, which was locked down for about two hours, school and police officials said. The other victim, a woman, was found in a street about two miles away.

Casper Police Chief Chris Walsh said the murder-suicide took place in a classroom with students present, but he didn't know how many students or what the class topic was.

He said investigators were still trying to determine a motive.

Walsh said an "edged weapon" was used it at least one of the killings, but he didn't offer specifics and it was unclear if the same or a similar weapon was used in all of the deaths.

The attacker wasn't believed to be a Casper College student and it appeared he knew the victims, Walsh said. No names were released.

"We're locating next of kin and working on notification absolutely as fast as we can," Walsh said.

He added authorities didn't believe there was any further threat to the community.

"I want to emphasize that this is a horrible tragedy," Walsh said. "And I want the city to ... just feel safe right now. There is no one at large."

The attack at the two-year community college in Casper, about 250 miles northwest of Denver, occurred just before 9 a.m. in a classroom on the science building's third floor. All students and staff were evacuated from the building.

The college sent out a campus-wide alert via text message and email within two minutes of receiving word of the attack at 9:06 a.m., school spokesman Rich Fujita said. The lockdown ended at about 11 a.m. after school officials received word that police were no longer searching for a suspect, Fujita said.

There are fewer classes on Fridays than any other day of the week at Casper College, so only between 1,500 and 2,000 of the college's 5,000 students were there, he added.

Political science instructor Chris Henrichsen said he was showing the film "Frost/Nixon" to his Wyoming and U.S. government class when he stepped into the hall to get something for a student and was told a homicide had occurred on campus.

He went back to his classroom, where students were getting messages about the campus lockdown on their phones.

"We locked the door and waited for further instruction," Henrichsen said.

The students were later sent home, but some who parked near a different campus building where the attack occurred had to leave their cars there, Henrichsen said.

About two miles away, Dave Larsen said he was headed to the gym when he drove past a body in a gutter with two people standing over it, one talking on a cellphone.

Larsen lives about a block from the location of the body, a well-kept neighborhood of mostly single-story houses.

Emergency vehicles had the street blocked off Friday afternoon.

Police provided some details in a news conference streamed live by the Casper Star-Tribune (http://trib.com/).

Walsh said 33 law enforcement officers from different agencies responded to the college after receiving reports of the attack. He said authorities first thought it might have been an "active-shooter-type situation."

"We quickly contained the building and started a sweep through the building," he said.

Walsh said that within minutes of the initial call, there was another report of a traumatic injury about two miles southwest of campus. That victim was found in the street, the Star-Tribune reported.

Classes were canceled for the rest of the day at the school, one of seven community colleges in Wyoming.

A meeting was held in the afternoon for the 150 teachers and students who remained. College president Walt Nolte addressed them, calling it the worst day of his more than 40 years in higher education. He encouraged the community to come together, Fujita said

"It is particularly painful because of our size," Fujita said of the small, tight-knit campus.

Counselors were speaking to students and planned to be available through the weekend. About 450 students live on campus.

Classes were to resume on Monday.

"We agreed it doesn't do any good to just set the students loose. It makes the most sense to have them come back to campus, where they can get help if they need help and come to terms with what happened," Fujita said.

Walsh said police train for such incidents but had no warning of Friday's violence.

Wyoming Gov. Matt Mead, who went to the campus Friday evening, said it was too early to assess security precautions at the college.

"There's no sense in doing that now until we understand fully what has taken place," he said.

The governor added that the focus now "should be on the victims' family, the community college family, the president, the trustees and the students, and making sure we're attending to any of their needs."

Casper College opened in 1945 as the state's first junior college and moved to its current site 10 years later. The campus consists of 28 buildings on more than 200 acres. The college provides more than 140 academic-transfer, technical and career programs.

Wyoming has only one four-year university, the University of Wyoming in Laramie, which serves more than 13,000 students.

Casper is Wyoming's second-largest city with a population of about 56,000. Wyoming residents refer to it as the "Oil City" because it's a hub for the state's oil industry.

Could the couch in your living room be toxic? Some scientists say yes. A study in this week?s Environmental Science and Technology ?journal measured just how many toxic flame-retardant chemicals are in our furniture. Researchers found that 85% of couches contained some combination of flame retardant chemicals in their cushion foam.?Aside from upholstered furniture, flame retardant chemicals can also be found in car seats and nursing pillows, or any other product that has polyurethane foam. In addition, it can be used in carpeting and electronics. Research has linked the chemicals to reproductive problems and low birth weights , as well as neurological and developmental issues in children. Other studies have found these chemicals to be associated with hormone imbalances and possibly cancer . However, the American Chemistry Council pointed out in a statement that such chemicals are beneficial. "Flame retardants can be an effective way to meet fire safety standards, and are designed to prevent fires from starting and if a fire does occur, slow its spread?and provide valuable escape time." "This study confirms what we would expect to find: Furniture manufacturers use flame retardants to meet established fire safety standards, which help save lives," the chemistry council said. "There is no data in this study that indicate that the levels of flame retardants found would cause any human health problems." The couch study was the first large-scale survey of its kind, investigating the foam inside 102 couches from across the United States. Researchers say that most couches have flame retardants in their cushion and pillow foam in order to meet a California flammability standard, known as TB 117, that requires the foam to withstand an open flame for 12 seconds. Couches that meet the standard have a label that clearly states it meets the California standard. However, manufacturers are not required to label if they do use the flame retardant chemicals. Even if there is no TB 117 label, the study found that couches are still likely to have them. ? In fact, 64% of couches with no TB 117 label were still found to have flame retardants in them. Study author and chemist Arlene Blum explained, ?The government makes rules that certain standards have to be met, and they don?t say how to meet them, but often the least expensive way to meet them is with certain flame retardants, such as Penta and Tris.? In fact, the chemical Tris was actually the most commonly found flame retardant in couches despite the fact that Tris is listed as a carcinogen in California, and was banned from children?s pajamas in 1977 ?by the Consumer Product Safety Commission. The next most commonly found chemicals in couches are known as Polybrominated?Diphenyl Ethers, or PBDEs. The Environmental Protection Agency is currently investigating PBDE?s because of their concern to human and environmental health. In fact, the hazards are such a concern that U.S. manufacturers voluntarily began phasing out some PBDEs beginning in 2004. However, manufacturers have since replaced them with other fire-retardant chemicals. According to the EPA, ?PBDEs are not chemically bound to plastics, foam, fabrics, or other products in which they are used, making them more likely to leach out of these products.? College Football: Pro and Con(servative) Views

What do anti-abortion beliefs, and patronizing Chick-fil-A, and a devotion to college sports have in common? Hmm.

Well, according to Trey Grayson, the former Kentucky secretary of state and U.S. Senate contender who is now the distinguished head of the Harvard Institute of Politics, those are the trio of giveaway markers to suggest that you are conservative.

In the past, whenever sports have been collated with politics, NASCAR has usually been cited as a giveaway conservative identity fan factor. But the idea, expressed most directly by Mr. Grayson, that rabid fans of college sports can be a distinctively different ideological species from the pro variety is taking on a certain currency.

It was revealing last week that when the Big Ten ? which has always been sort of the mascot of muscular Midwest America ? took in the University of Maryland and Rutgers to attract television viewers in the New York and Washington, D.C.-Baltimore areas, the savvy reaction was, "Doesn't the Big Ten know that the socialistic fans in the European-cozy Northeast don't give a hoot about college sports?"

By contrast, the old Confederacy and that flyover part of the northwestern Louisiana Purchase is crazy for college sports ? especially football ? and that, of course, is precisely the conservative heartland.

We even have demographic maps made by an associate geography professor named Theodore Goudge at Northwest Missouri State, which show where the Division I football players come from. And you can virtually overlay a presidential election map from this year with professor Goudge's gridiron map and see that college football players per capita equal Republican majority.

But a caveat. The sectional adoration for college sports may have no relationship whatsoever with either political or Chick-fil-A preference.

It may simply be that wherever honest grown-up professional sports abound, attention to second-rate, NCAA shamateur sports gets diminished. The Southeastern Conference, in particular, may be so popular primarily because Dixie possesses so many fewer pro teams compared with the East, West and Midwest.

I was in Oklahoma City the other day, which happens to be the most recent American metropolis to get a major league team, the NBA Thunder. Previously, Oklahoma lived and died for its state university Sooners. Well, folks, the Thunder is already stealing thunder from the old alma mater.

As somebody in Oklahoma City explained the new consensus to me: "Used to be, when the Sooners lost, we despaired for a week. We still care, you understand. But when the Sooners lose now, we tend to say, 'Well, sure, too bad ? but we got a Thunder game Tuesday.' "

Basically, sports is primarily a class thing, and the pros are simply a higher class than the colleges. It's a better product. Yes, yes, I know college games can be entertaining, and there's loyalty and tailgating. But wherever fans are, give them a choice ? they'll gravitate toward the best.

So I'm sorry, Mr. Big Ten, but I don't know a soul who's going to watch Rutgers and Maryland play Wisconsin and Illinois, when the Giants and Ravens ? and even the Redskins and Jets ? are hanging out in the neighborhood.

(AP) ? The most polarizing Hall of Fame debate since Pete Rose will now be decided by the baseball shrine's voters: Do Barry Bonds, Roger Clemens and Sammy Sosa belong in Cooperstown despite drug allegations that tainted their huge numbers?

In a monthlong election sure to become a referendum on the Steroids Era, the Hall ballot was released Wednesday, and Bonds, Clemens and Sosa are on it for the first time.

Bonds is the all-time home run champion with 762 and won a record seven MVP awards. Clemens took home a record seven Cy Young trophies and is ninth with 354 victories. Sosa ranks eighth on the homer chart with 609.

Yet for all their HRs, RBIs and Ws, the shadow of PEDs looms large.

"You could see for years that this particular ballot was going to be controversial and divisive to an unprecedented extent," Larry Stone of The Seattle Times wrote in an email. "My hope is that some clarity begins to emerge over the Hall of Fame status of those linked to performance-enhancing drugs. But I doubt it."

More than 600 longtime members of the Baseball Writers' Association of America will vote on the 37-player ballot. Candidates require 75 percent for induction, and the results will be announced Jan. 9.

Craig Biggio, Mike Piazza and Curt Schilling also are among the 24 first-time eligibles. Jack Morris, Jeff Bagwell and Tim Raines are the top holdover candidates.

If recent history is any indication, the odds are solidly stacked against Bonds, Clemens and Sosa. Mark McGwire and Rafael Palmeiro both posted Cooperstown-caliber stats, too, but drug clouds doomed them in Hall voting.

Some who favor Bonds and Clemens claim the bulk of their accomplishments came before baseball got wrapped up in drug scandals. They add that PED use was so prevalent in the 1980s, 1990s and early 2000s that it's unfair to exclude anyone because so many who-did-and-who-didn't questions remain.

Many fans on the other side say drug cheats ? suspected or otherwise ? should never be afforded the game's highest individual honor.

Either way, this election is baseball's newest hot button, generating the most fervent Hall arguments since Rose. The discussion about Rose was moot, however ? the game's career hits leader agreed to a lifetime ban in 1989 after an investigation concluded he bet on games while managing the Cincinnati Reds, and that barred him from the BBWAA ballot.

The BBWAA election rules allow voters to pick up to 10 candidates. As for criteria, this is the only instruction: "Voting shall be based upon the player's record, playing ability, integrity, sportsmanship, character, and contributions to the team(s) on which the player played."

That leaves a lot of room for interpretation.

"Everyone has their own way of dealing with the issue, and in the absence of hard and fast rules, there will continue to be a wide diversity of opinions," Stone said.

Clemens was acquitted this summer in federal court on six counts that he lied and obstructed Congress when he denied using performance-enhancing drugs.

Bonds was found guilty in 2011 by a federal court jury on one count of obstruction of justice, ruling he gave an evasive answer in 2003 to a grand jury looking into the distribution of illegal steroids. Bonds is appealing the verdict.

McGwire is 10th on the career home run list with 583, but has never received even 24 percent in his six Hall tries. Big Mac has admitted to using steroids and human growth hormone.

Palmeiro is among only four players with 500 homers and 3,000 hits, yet has gotten a high of just 12.6 percent in his two years on the ballot. He drew a 10-day suspension in 2005 after a positive test for PEDs, and said the result was due to a vitamin vial given to him by teammate Miguel Tejada.

Biggio topped the 3,000-hit mark ? which always has been considered an automatic credential for Cooperstown ? and spent his entire career with the Houston Astros.

"Hopefully, the writers feel strongly that they liked what they saw, and we'll see what happens," Biggio said last week.

Schilling was 216-146 and won three World Series championships, including his "bloody sock" performance for the Boston Red Sox in 2004.

British flagship work programme a "miserable failure"

LONDON (Reuters) - Prime Minister David Cameron's 5-billion-pound flagship scheme to get the long-term unemployed into work found jobs for fewer than three in every 100 Britons referred to it in its first year, statistics published on Tuesday showed.

The Work Programme, which is completely outsourced to a range of private, public and voluntary sector organisations, was introduced by the cash-strapped coalition government in a bid to move the unemployed into work and off benefits.

In the first 12 months of the scheme, 18,270 people held down jobs for six months, or three months in more difficult cases, out of more than 785,000 people referred, an average success rate of 2.3 percent.

Opposition leader Ed Miliband called the programme a "miserable failure", adding that a better way to tackle unemployment would be if the government paid the wages to employers in exchange for training.

"What we've seen from this government today is a failure to reform welfare," Miliband said. "Welfare bills are going up not down, not because of generosity in relation to welfare from this government, but because their plans aren't working."

The Work Programme was a central part of the coalition government's 2010 agreement, designed to encourage the private sector to take up the slack as the government cut back public sector jobs in a bid to slash the deficit.

However the approach has been seized on by critics who accuse Cameron's Conservative-led government of having an ideological preference for private outsourcing work by companies whose main priority revolves around making a profit.

The Work Programme is based on a system of payments-by-results, which the government is intending to roll out to other parts of the public sector, such as prisons.

Data for the 14 months of the programme provided by the Department for Work and Pensions showed that not a single provider had reached the minimum 5.5 percent target set by civil servants when the programme launched in June 2011.

The minimum performance target rises sharply to 27.5 percent in year two and to 33 percent in year three, targets that providers believe they can reach.

One provider in the west of England, JHP Group, found sustainable jobs for just 2.4 percent of those referred. Larger companies such as G4S and Serco performed marginally better but still missed the targets by some way.

Employment Minister Mark Hoban said he had sent out letters to a small number of providers demanding an improvement plan, and will monitor their performance, though he declined to give further details.

"Some are reaching the standards we expect, others have some way to go," he said. "Ultimately, we can withdraw their contract."

The government, which estimates that the programme could cost up to 5 billion pounds, has said that providers could earn between 3,700 and 13,700 pounds for every person they keep in a job for six months.

Sean Williams, who runs G4S' seven-year Work Programme contract worth 255 million pounds, defended the company's performance in the north of England, adding that he is "sector-agnostic".

"I don't think it matters whether you're from the private, public or voluntary sector, what matters is your ability to provide tailored services to unemployed people," he said.

According to the latest official statistics, the unemployment rate in Britain is around 7.8 percent, a relatively low figure for an economy that only emerged from recession in the third quarter of this year, a phenomenon that has become known as the "productivity puzzle".

However the number of long-term jobless, defined as those out of work for over a year, has increased, and reached just under a million people in September.

John, a 57-year old welder who has been out of work for two years, has just been assigned to the Work Programme.

"I'll go down there to see what they can do for me, but I don't think there's a lot that they can do - most of the work I've ever had is from people I know," he said.

John, who did not want to give his full name, said he thought young people were hardest hit.

"When I was a kid, we had technical schools, we had proper apprenticeships but I learnt welding and that's a dead trade now, for someone my age anyway," he said.

NEW DELHI: With land resources shrinking and property prices shooting, Punjab is all set to lead India on the path of green growth by subsidising high-rise and energy efficient buildings in the state.

The state government has plans to attract massive skyscrapers in its cities and incentivise high rise and energy-efficient constructions through its new Real Estate Policy to be unveiled by mid-December.

?We will incentivise high-rise constructions in our new real estate policy. But Punjab must have the tallest building in the country,? said state deputy chief minister Sukhbir Singh Badal.

Sources in Punjab government said that the move was rooted in rapid urbanisation and lesser availability of land in urban areas which is why the state was keen to promote high-rise buildings to make optimal utilisation of urban spaces and employ modern, energy efficient technologies in such constructions.

The new policy for the real estate sector, currently being fine tuned, will incorporate measures to promote the use of green materials to create sustainable buildings and thereby boost the emerging concept of green growth with low carbon emissions.

?The state wants to encourage modern technology and energy-efficient housing materials. For this, we are working on providing incentives to green and solar powered buildings,? a top state government official told .

Showcasing its real estate wealth to realtors of the country, Badal has already announced that Punjab government would unveil its new Real Estate Policy by December 15 that would accord industry status to the sector and remove various bottlenecks and simplify procedures.

Once accorded the industry status, the real estate sector will get all the benefits available to industries

Facebook adding sales tracking tool to its arsenal

Facebook has made it clear that it wants to find ways to persuade its brand advertisers that they can make money off of the site. After all, General Motors?pull its ads?off of the social network just days before its IPO because of how ineffective they were. If Facebook can?t start convincing big brands that it worth spending money to advertise on the site, the social network will be in big financial trouble.

Facebook plans to do this with a tool, which expands its Optimized CPM (cost per thousand impressions) bidding program. The Optimized CPM service allows an advertiser to prioritize its marketing goals. Facebook automatically delivers ads against those goals in the most effective way possible, allowing the advertisers to maximize the value they get from their budgets.

Facebook?will now allow retailers to track how many sales were translated from ads on the social network with two new additions to the service, Facebook told InsideFacebook.

Marketers are allowed to add snippets of code their website, which will allow them to measure conversions. They can also select the Optimized CPM?bidding, which will allow Facebook to show ads to those that are most likely to convert into sales, lowering the markets cost per acquisition.

The tools will be available on Facebook?s self-serve ad platform, so it will be able to reach a larger number of advertisers.

The service has been tested by a number of retailers, including Fab.com, which saw its?cost per new customer acquisition go down by 39% as a result.

The news was first reported by Reuters on Friday.

In October, Facebook said that, instead of focusing on the number of clicks an ads gets, Facebook was going to start using other methods to determine if the ad was worthwhile, including how the an ad translates into actual sales.?

Facebook will use its partnership with Datalogix, a company which purchases data based on retailer loyalty cards, whose information is kept in a database. Datalogix can cross reference who has seen an ad on Facebook with who used their loyalty card to buy a product to determine how many actual sales were generated by the ad, instead of just how many people clicked on it.?

Facebook advertising

Facebook has been working hard lately to increase its revenue from advertising, which is not surprising given how much of its money it makes from that one area.

In its first quarterly report as a public company, Facebook?s?advertising grew?28% year-over-year to $992 million. In total, advertising revenue accounted for 84% of Facebook's total sales. ?

In its most recent quarterly earnings report, advertising revenue grew to $1.09 billion, or 86% of total revenue. It increased 36% from the same quarter in 2011.

As you can see, Facebook?s advertising revenue is only growing, and becoming a bigger percentage of its overall revenue. To capitalize, the company?confirmed?in September that it would be creating a system where its formerly free Offers program would suddenly cost businesses money if they want to run the offers in user News Feeds.

Only a few days before that it was?announced?that Facebook would be creating a its own mobile advertising network to increase revenue from advertising. The network would use data it has collected on its users to advertise on third-party apps and websites.

In June, Facebook?began running sponsored stories?on Zynga.com, based on activity that had been shared on a user?s Facebook page, and in August Facebook?s?introduced?new mobile ads for apps, which allow app developers to advertise on News Feeds on Facebook?s mobile app.

These ads are made to look like suggestions, or recommendations, for what a user may like. For example, the ad may come under the header "try these games."?Once a user clicks on one of the ads, or suggested apps, they will be redirected to either the iOS App Store or to Google Play to purchase that app.

Facebook stock finished up 6.27% on Friday, trading at $23.56 a share.

Moore, Frost Discuss Economy & Jobs At Auburn Breakfast

AUBURN, Mass. ? There have been recent improvements in the economy at the state and local levels, but there is still plenty of work to do, local state representatives said at Wednesday?s Auburn Chamber of Commerce breakfast,.

State Sen. Michael Moore (D-Millbury) and state Rep. Paul Frost (R-Auburn) gave a post-election update at the chamber?s networking event at the Auburn/Webster Lodge of Elks, as they discussed the state of the economy, jobs and local business. Auburn Town Manager Julie Jacobson also gave an optimistic town update at the breakfast.

Moore, who was re-elected to a third term in the 2nd Worcester District last week, highlighted a piece of legislation that he co-sponsored last session in the state Senate, which he said will benefit local businesses. The fair-share contribution legislation eliminates fines for businesses that do not provide insurance for employees already covered under another plan.

?Before, businesses were fined $295 per year per employee in these cases, but by fixing this loophole, it will hopefully free up a lot of resources that will help people get back to work,? Moore said.

The Millbury Democrat also said the state?s bond rating is one of the best in the country, and Massachusetts now has one of the top rainy-day funds in the country, which is $1.6 billion. In addition, Moore said it looks like there will be a further reduction in the state income tax in 2013.

?Based on the surplus we had in the last fiscal year, it looks like on Jan. 1 that we will have another reduction from the 5.25 to 5.20 percent,? he said. ??

While there have been positive movements on Beacon Hill, Frost said the state has plenty of challenges ahead. Frost, who has been a state representative for 16 years and ran unopposed in the Nov. 6 election, said unemployment is starting to creep back up in Massachusetts, which ?we have to pay attention to.?

?We have to be more aggressive in helping our small businesses grow here in Massachusetts, to encourage jobs here in Massachusetts,? Frost said.

Earlier this year, Frost said that he and Republican House colleagues put together a jobs bill that dealt with reducing business regulation and addressing health-care costs. Frost said he hopes that the jobs bill has more success in the upcoming session.

?There is a lot that has to be done,? Frost said. ?The challenges are not any easier. They?re going to be more difficult, and we?re going to have to work together.

?The key to that is getting small businesses up-and-running and hiring, and that has to be the priority of our state and federal governments, and it?s certainly my priority,? Frost added.?

OTTAWA, Nov 14 (Reuters) - The Canadian agency investigating whether banks manipulated a key global interest rates accused Royal Bank of Scotland Group on Wednesday of failing to cooperate with its probe and of making misleading statements about it.

Escalating a dispute over the Canadian Competition Bureau's request for internal documents, the Ottawa-based agency said RBS was not cooperating fully, as the bank claimed, with the probe into possible collusion in setting the yen Libor rate.

"The suggestion that the RBS Group is 'co-operating fully' with the bureau is false," the federal agency said in a statement on its website.

RBS said it has challenged the Canadian investigators' methods for obtaining information due to confidentiality concerns, but is willing to find alternative ways of turning over the documents.

"It is simply not accurate to imply that we do not want to cooperate with the Canadian Competition Bureau," the bank said in a statement.

When asked why the bureau took the unusual step of going public with its spat with the bank, a spokesman said it felt compelled to react after seeing media reports of the RBS statement, included in its quarterly earnings report.

"We take misleading statements regarding our investigations very seriously, so in this case we did not hesitate to release a statement, to take the appropriate action to correct them," said Phil Norris, the spokesman.

More than a dozen banks are being probed in connection with fixing the London Interbank Offered Rate (Libor). U.S. and UK authorities have also been investigating RBS' possible role in any wrongdoing.

COURT CHALLENGE

The Competition Bureau won a court order in May 2011 requiring RBS to turn over documents that would help in the investigation into whether RBS and other banks tried to influence how the London Interbank Offered Rate (Libor) is set.

RBS won a stay of the order from a Canadian court in November, until a challenge of the law could be heard.

RBS launched that challenge in January. It says the documents from its parent company in Britain would contain information identifying individuals and clients, violating United Kingdom data protection and banking confidentiality laws.

On Wednesday, the bank repeated those arguments and defended its statement on cooperating with the Canadian investigators. It said it had proposed a way around the problem and suggested the Canadians were being inflexible.

"To overcome this issue we have offered a number of alternative mechanisms, however, thus far, the Bureau have refused these offers. We have worked through this problem with other regulators and remain committed to cooperating fully with the CCB," it said.

A bank source familiar with the controversy said the Canadians could make a request for documents directly to the UK government under a mutual legal assistance treaty. This would result in the UK producing the documents without breaching confidentiality laws.

The source said U.S investigators had used that method to get RBS documents with success.

Many expected RBS to be one of the next banks to settle after British rival Barclays was fined $450 million in June.

Top Republicans say Romney didn't offer specifics

LAS VEGAS (AP) ? Top Republicans meeting for the first time since Election Day say the party lost its bid to unseat President Barack Obama because nominee Mitt Romney did not respond to criticism strongly enough or outline a specific agenda with a broad appeal.

In conversations at the Republican Governors Association confab in Las Vegas, a half dozen party leaders predicted the GOP will lose again if it keeps running the same playbook based on platitudes in place of detailed policies. Instead, they asserted, the party needs to learn the lessons from its loss, respect voters' savvy and put forward an agenda that appeals beyond the while, male voters who are its base.

"We need to acknowledge the fact that we got beat," Louisiana Gov. Bobby Jindal said in an interview. "We clearly got beat and we need to recognize that."

Little more than a week after Romney came up short in his presidential bid, the party elders were looking at his errors and peering ahead to 2016's race. Some of the contenders eying a White House run of their own were on hand and quietly considering their chances. New Jersey Gov. Chris Christie scheduled a private meeting on the sidelines with Haley Barbour, the former Mississippi governor who is widely seen as one of the GOP's sharpest political operatives.

"We need to have a brutal, brutally honest assessment of everything we did," Barbour said. "We need to take everything apart ... and determine what we did that worked and what we did that didn't work."

Other potential White House contenders such as Jindal, Virginia Gov. Bob McDonnell and Wisconsin Gov. Scott Walker were outlining a vision for the party in coming elections.

"We need to figure out what we did right and what we did wrong, how we can improve our tone, our message, our technology, our turnout ? all the things that are required to win elections," McDonnell said. "We are disappointed, but we are not discouraged."

With polls in hand and shifting demographic trends in mind, these Republicans are looking at how best to position the party to make inroads with growing numbers of Hispanic, black and young voters who overwhelmingly voted Democratic last week. The Republicans were still smarting over constant criticism of Romney from Obama and Vice President Joe Biden ? and what they saw as Romney's often ineffective response.

"They spent all their time making Mitt Romney unacceptable and making him out to be someone who was untrustworthy and unacceptable to enough of the American people ? and it worked," Iowa Gov. Terry Branstad said in an interview.

In the hallways at the conference, the governors and their top advisers uniformly blamed Romney's loss on an uneven communications strategy. They said Romney allowed himself to be branded a corporate raider who put the interests of the wealthy above those of middle-income voters.

"We didn't have effective means by which to counter the attacks the Obama-Biden campaign took against Mitt Romney and his team," Walker said. "I just don't think you can let that go unanswered."

Time and again, the governors pointed to Obama attacks that settled into voters' minds.

"His whole campaign was a fear-and-smear attack to make Romney unacceptable and to blame George Bush for anything that happened while Obama was president," Barbour said. "This was all personal: that Romney is a vulture capitalist who doesn't care about people like you, ships jobs overseas, is a quintessential plutocrat and is married to a known equestrian."

Barbour added, "An attack unanswered is an attack admitted to."

Had the criticism been shown to be false or unfair, the results might have been better, said Bill Bennett, an education secretary in the Reagan administration and an informal adviser to governors.

"We were in a big fight. We came with a knife; they came with a gun," Bennett said. "If Mitt Romney had responded and had we responded on his behalf ? and had his campaign pushed back more forcefully ? I think it would have been a different result."

Jindal, however, attributed Romney's loss to a lack of "a specific vision that connected with the American people."

"His campaign was largely about his biography and his experience," Jindal said. "But time and time again, biography and experience is not enough to win an election. You have to have a vision, you have to connect your policies to the aspirations of the American people. I don't think the campaign did that and as a result, this became a contest between personalities and ? you know what? ? Chicago won that."

Romney cast his loss in a different light, at least in a phone call with top donors Wednesday. He asserted that Obama won re-election because of the "gifts" the president had already provided to blacks, Hispanics and young voters and because of the president's effort to paint Romney as anti-immigrant.

"The president's campaign, if you will, focused on giving targeted groups a big gift," Romney said, citing immigration proposals aimed at Hispanics and free contraception coverage that appealed to young women. "He made a big effort on small things."

Romney said his campaign, in contrast, had been about "big issues for the whole country." He said he faced problems as a candidate because he was "getting beat up" by the Obama campaign and said the debates allowed him to come back.

The Republican nominee didn't acknowledge any major missteps and said his team had run a superb campaign.

An ebook of 18 articles make the case for a radical change in scientific peer review and publishing

In an editorial accompanying an ebook titled "Beyond open access: visions for open evaluation of scientific papers by post-publication peer review," Nikolaus Kriegeskorte argues that scientists, not publishers, are in the best position to develop a fair evaluation process for scientific papers. The ebook, published today in Frontiers, compiles 18 peer-reviewed articles that lay out detailed visions on how an transparent, open evaluation (OE) system could work for the benefit of all science. This transparency is paramount because the evaluation process is the central steering mechanism of science and influences public policy as well. The authors are from a wide variety of disciplines including neuroscience, psychology, computer science, artificial intelligence, medicine, molecular biology, chemistry, and economics.

"Peer reviews should be made public information, like the scientific papers themselves. In a lot of ways, the network of scientific publications is similar to a neural network. Each paper or peer review could be seen as a neuron with excitatory and inhibitory connections, and this information is vital in judging the value of its results," says Kriegeskorte, researcher at the University of Cambridge.

Yet unlike the richly interactive and ongoing activity in a neural network, the current peer review process is typically limited to 2-4 reviewers and remains fossilized in pre-publication phase. According to Kriegeskorte, secretive and time-limited pre-publication peer review is no longer the optimal system. He writes, "Open evaluation, an ongoing post-publication process of transparent peer review and rating of papers, promises to address the problems of the current system. However, it is unclear how exactly such a system should be designed."

To explore possible design solutions for OE, Kriegeskorte and his student Diana Deca launched a Research Topic at Frontierswhere a researcher chooses a topic and invites his or her peers to contribute an article. And while Kriegeskorte was expecting a diverging series of solutions, he says that the visions turned out to be largely convergent: the evaluation of papers should be completely transparent, post-publication, perpetually ongoing, and backed by modern statistical methods for inferring the quality of papers; and the system should provide a plurality of perspectives on the literature.

According to Kriegeskorte, transparency is the antidote to corruption and bias. "Science will continue to rely on peer review, because it needs explicit expert judgments, rather than media buzz, to evaluate papers." He suggests a two-step process based on a fundamental division of powers. In the first step after a manuscript is published online, anyone can publicly post a review or rate the paper. In the second step, independent web-portals to the literature combine all the evaluations to give a prioritized perspective on the literature.

The scoring system could simply be an average of all of the ratings. But different web-portals would weight varying scales and individual reviewers differently. In the end, he believes, "the important thing is that scientists themselves take on the challenge of building the central steering mechanism for science: its evaluation system."
